Displays in real time any network links that are currently stalling (that is,
waiting to transmit outbound traffic) and provides a history of the stalls that the
various links have encountered during their lifetime. The display shows:

The total number of network QIOs issued,
Rate of network QIOs per second,
Total number of bytes sent,
Number of DECnet link losses,
Total waited seconds for QIO completions,
Number of 1 to 2 second stalls,
Number of 3 to 9 second stalls,
Number of 10 to 29 second stalls,
Number of stalls longer than 30 seconds,
Total number of stalled QIOs,
Current number of incomplete network writes.
