The message_encryption_criteria field holds a header or subject string identifying
outbound organization-level messages that need to be encrypted. This field
applies to Postini Message Encryption, which is only used with Message Security
installations.
This field is applicable to the Google Message Security, Google Message
Discovery, and Google Message Filtering products only.
