the remote modem's capabilities

are known, this process can be

bypassed. S48 = 0 means to

disable negotiation; bypass the

detection/negotiation phases; and

proceed to LAPM. S48 = 7 means

to disable negotiation (default).

S48 = 128 means to disable ne-

gotiation; bypass the detection/

negotiation phases; and proceed

at once with the fallback action
