Solution
Install the RSA decryption keys according to the EtherCAT IP Core data sheet (at least two). Please
note that there are three different keys:

rsa_ethercat_base_pvt.pem (Base, version independent)

rsa_ethercat_ip__eval_pvt.pem (Evaluation license, version specific)

rsa_ethercat_ip__full_pvt.pem (Full license, version specific)
