Remote Loopback Enable: In this loopback, data input to the framer portion of the
DS26502 will be transmitted back to the transmit portion of the LIU. Data will continue
to pass through the receive side framer of the DS26502 as it would normally and the data
from the transmit side formatter will be ignored.

1 = loopback enabled
