Returns the one’s complement of a real integer.
Internally, integer is represented as a 16-bit binary
number. The value of each bit is flipped (0 becomes 1,
and vice versa) for the one’s complement.
For example,

To find the magnitude of a negative binary number,
determine its two’s complement (take the one’s
complement and then add 1). For example:
