Assign a queue to a WFQ group,
and configure scheduling
parameters for the queue.

By default, all queues are in WFQ
group 1 and have a weight of 1.

10, respectively, and assign queues 0, 2, and 7 to WFQ group 2, with their weights being 1,
2, and 4, respectively.

Configure the minimum guaranteed bandwidth as 100 Mbps for each queue.
