b=IOA (O=logic low [voltage input < 0.5],
1=logic high [voltage input > 2.7 vdc)
c=IOB (O=logic low [voltage input < 0.5],
1=logic high [voltage input >2.7 vdc]
d=Reserved (Always zero)
