When only account track settings are specified
Users can access all public user boxes and only group user boxes for the account that the user belongs to.
If authentication data is erased by canceling the account track settings or changing the authentication
method, all group user boxes become public user boxes.
When user authentication and account track settings are specified and synchronized
If the account for the user was previously registered, group user boxes for accounts that the user does not
belong to cannot be accessed.
