To create a Layout toolbar, proceed as follows:
1. Right-click the blue drop-down combo box and select Add shortcut layout
toolbar.
2. Enter a name for the new toolbar:

To add a Layout to a Layout toolbar, proceed as follows:
1. Right-click the grey empty region under the blue drop-down combo box and
select New.
2. Select a Layout from the Link Layout window:
and click Link.
