set before OS handoff.

Enable to automatically allow processor cores to
run faster then the base operating frequency if
it´s operating below power, current, and
temperature specification limits.

Enable/Disable C States.
Enhanced C-states

Enable/Disable C1E, C2E and C4E. When
enabled, CPU will switch to minimum speed
when all cores enter C-State.
