The authors of this report also recognize that often times procedural requirements concerning various
development related review practices are specified by state statutes or rules linked to home-rule
authority. This report does not distinguish between those procedures that are adopted as local
requirements and those that are required by the state of jurisdiction. HR Green
’s objective in
highlighting these procedures is to highlight alternative approaches to specific forms of plan review,
issuance of permits, etc.
Throughout the document you will see references to site plan review and site development plans
(SDP). For the purpose of this report these terms are interchangeable.
Demographics of the Respondents:
239 communities completed the questionnaire. The state-by-state break out is:

Iowa: 21
Illinois: 26
Kansas: 10
Minnesota: 29
Missouri: 11
Pennsylvania: 3
South Dakota: 2
Texas: 47
Washington: 4
Unspecified: 10
Respondents completing the questionnaire were largely comprised of Planning and Community
Development Departments (72%), with City Administrators/Managers (7%), Building/Code Enforcement
(14%), and Public Works/Engineering (8%) making up the balance of responding agencies. The
remaining 8% were comprised of departments that have combined responsibilities that include public
works, planning, and code enforcement as well as fire, economic development, legal, and utility
services.
The population breakdown of respondents include: 29 (12%) of cities with fewer than 10,000 residents;
105 (45%) with 10,000 to 30,000 citizens; 33 (14%) with 30,001 to 50,000 residents; 22 (9%) with
50,001 to 70,000 citizens; 11 (5%) with 70,001 to 90,000 citizens; and 32 (14%) with 90,001 to over
250,000 citizens.
