developments may warrant engaging third-parties and/or initiating special studies designed to
measure potential impacts resulting from the proposed development. Many of the respondents
do not require an additional fee or reference a relatively minor cost. However, for those
communities that apply fees many cite
“at cost” or “per time and materials” as a basis for
defining fees. Other communities referenced specific fees applied as proposals warrant. For
example, fees corresponding to environmental review and recording carry an associated fee.
Additionally, appeals to the city council often have a corresponding fee.

Resubmission of a SDP: Lastly, many zoning ordinances and related land use regulations
include provisions that allow for a former SDP to be resubmitted. This often times occurs under
circumstance where a SDP has been disapproved and the applicant wishes to reapply. While
not an element of investigation in this study, conditions that might warrant a re-evaluation/review
of a SDP can include a substantial change to the plan, a timeline linked to resubmitting the
same or similar plan for review. As you can see, many of the responding communities charge
nothing for this; however, the high-end figures reference some fees that may be quite
significant.
