We just updated our Zoning Ordinance, where staff can now approve site plans if they comply with the preliminary site plan
(psp) which is approved by P&Z. The psp is valid for two years. the applicant can opt not to do the psp and go straight to the
site plan, but then this plan would go before P&Z
