Disp: The dispatch rate of a CPU is over the dispatch rate limit for this
CPU type.

OofBal: The difference of a processor percentage busy time from the
average percentage busy time of all processors on the node is
greater than the tolerance level.

Overbsy: This is a problem when the percentage busy time of a
processor is above the maximum percentage busy time suggested for
this type of processor.
