Have the batteries been installed incorrectly
with their (+) and {-} polarities reversed?

Align the {+} and (-) polarities correctly.

the unit’s sensor?

Check whether anything is obstructing the path
between the two and point the remote control
squarely at the unit’s sensor and operate.

Is the unit’s sensor exposed to direct sunlight

or strong fluorescent light?

Shield the sensor from strong sources of light.
