LOCAL IEEE-488 RS-232 Sequential Overlapped
This command puts the 3001 into the local state, clearing the remote state (see the
REMOTE command) and the front panel lockout state (see the LOCKOUT command). It
duplicates setting the IEEE-488 REN line to false.
