In this case, the outgoing international calls ARE BARRED.
3.2.4.2 Barring/Unbarring All Incoming Calls

is the operation selected:
0 – Call Barring Disable (Unbarring)
1 – Call Barring Enable (Barring)
is the network password required to change facility status
