UserTimerGetNumberOfTimers
This function gets the number of available timers. It is prototyped in
usertimers.h.

Remarks
Returns total number of application accessible timers on the system.
Return Value
Total number of application accessible timers available.
Portability
This function is specific to the RAC6182 hardware.
