In this example, the control voltage 0-10 Volts DC is divided by 16 which gives an increment of
0.625 Volts per 10 KW step.

Here is how it works, in increments of 10 KW and .625 V input voltage:

The variable SCR step covers the heat demand

30 to 40 KW
