n is MIDI Channel (0..15, 7FH=all),
p is the Rom program number (0..16).
Dump All Request
Requests the current settings of all EQ bands and both volume controls,
plus the contents of all EQMan Rom programs. The response is several
sysex messages: sixteen One Rom Program Data messages followed by
one Current EQ/Volume Data message.
