Format of the ATIS standard Time String

The ATIS standard Time String is a sequence of 23 ASCII characters terminated by a
CR (Carriage Return) character. The format is:

yymmddhhmmsswcc

The letters printed in italics are replaced by ASCII numbers whereas the other characters
are part of the time string. The groups of characters as defined below:

Originator of message

ASCII '0'

ASCII 'C' for valid time

(00..59, or 60 while leap second)

the day of the week

(1..7, 1 = 31h = Monday)

checksum in hex, built from all characters including GID, ABS,
TSQ, CC, ST, ...
