Comments
This function removes an element in a list at a given index.
Example
list = [0, 1, 2, 3]; 
list += 4;
list += 5; 
SetAt( list, 8, 15, 0xAA ); # now list = [ 0, 1, 2, 3, 4, 5,
0xAA, 0xAA, 15];
removed_Item = RemoveAt( list, 6 );
removed_Item = RemoveAt( list, 6 ); # now list = [ 0, 1, 2, 3,
4, 5, 15];
# removed_Item = 0xAA
