MIDI Data Format
1. KEY ON / KEY OFF

If the Part Parameter Rcv NOTE MESSAGE = OFF, that Part will ignore Key ON and Key
OFF messages.
2. PROGRAM CHANGE

the effect may or may not have an effect.
