If the communications failure coincides with the quarter-of-an-hour period change, and its
duration is longer than 10 minutes, the measurement of the affected periods will be
invalidated, i.e. flag IV = 1.
1.32.4.- Power fail in one or more phases
The measurement for the period in which the failure has occurred is invalidated, IV = 1.
