Priority monitoring is 3 times/second for 10-15 ms sample.
Radio will re-channel to the priority channel if traffic is
detected, and returns to the monitor channel after a 2
second latency.
All CTCSS tones or DPL codes are inactive during
scanning (due to lock delay).
