A TOC file is described with the following structures:
Some rules regarding the encoding of a TOC file:
■ TOC files themselves are assignments to the types declared above.
■ All INTEGER s are represented as decimal values. These are all 32-bit values,
unless other noted in this document.
■ All strings are expressed as a single value enclosed by a pair of double quotation
marks. No concatenation of strings is allowed.
