Port Lockout: Locks a port to the currently assigned upstream port, and doesn’t
allow the port to be re-assigned.
‘0’ = port is available to be switched
‘1’ = port is locked to the assigned port.
Bit 7= Reserved, always = ‘0’.
Bit 6= Reserved, always = ‘0’.
Bit 5= Reserved, always = ‘0’.
Bit 4= 1; Port 4 is locked.
Bit 3= 1; Port 3 is locked.
Bit 2= 1; Port 2 is locked.
Bit 1= 1; Port 1 is locked.
