It should be set to OFF when a monochrome ribbon is used.

Note: When DIP Switches 1 is set to OFF, the printer always selects the
Japan international character set regardless of the status of DIP
Switches 6, 7 and 8.
When DIP Swiches 1 is otherwise set, the printer selects the
character set determined by DIP Switches 6, 7 and 8.
