4) When External Mute became red on the BUC GUI window.

External Mute pin is not connected to ground.
Check the External Mute wire being connected to ground.

Or, the BUC is faulty

B) RF output power is low even if SSPA is on
1) Gain setting on the BUC GUI window is too low
Check gain setting on the BUC GUI.
2) Input IF power is too low to drive the BUC properly
Check the output level of the IF power source.
3) IF cable or connectors has high insertion loss
Check the IF cable or connectors.
4) RF cable or connector or WR28 waveguide adapter has high insertion loss
Check the RF cable, connector, or WR28 waveguide adapter.
5) One of internal components are faulty
