Windows XP
There are various ways to configure this aspect under Windows XP. For more
information, please refer to your Windows XP documentation.

and Modems Options. On the 'Modems' tab, select your modem. Click on
Properties. On the 'General' tab, disable the 'Wait for dial tone before
dialing' option.
For advanced users: The dial tone can also be ignored by using the AT
command X3. This is entered in the modem properties under 'Advanced' in
the 'Extra Settings' field.

connection to be established.
