(include the area code if
needed).

If outgoing calls are restricted, you
can only dial phone numbers saved
in the Emergency Numbers or your
Contact List. To turn off this
function:
Menu -> Settings ->
Security -> Enter the Lock

Outgoing Calls -> Allow All
