It is due to the user environment or a large number of calls or weak
signal.

Check that the number has been stored correctly by using the address
book Search feature. Re-store them, if necessary.

Why can’t my correspondent reach me?

Is you phone switched on (
pressed for more than three seconds)?
Are you accessing the right cellular network? Or, you may have set an
incoming call barring option.
