The default minimum retransmission timeout (RTO) value in
milliseconds. The calculated RTO for all TCP connections cannot
be lower than this value.

The default maximum retransmission timeout value (RTO) in
milliseconds. The calculated RTO for all TCP connections cannot
exceed this value.
