Message Format
issue contains more than one parameter article, each article is 32-bit aligned
within the packet.

To maximize link bandwidth, articles should be combined into a single
issue whenever possible. However, this practice should not delay delivery
of an article. That is, if no more articles require delivery, send a partially
filled issue.
When a large number of subscriptions are active and many parameters are
simultaneously changing value, it is easy to exceed the maximum packet
size. When adding an article to an existing issue would exceed the
maximum packet size, the article must be added to a new issue message.
Send Event
This command sends an event to the other device. An event is an input,
without lasting state, which is used to trigger some action. As shown below,
there are three Send Event command data fields.
The event ID (“EID”) field uniquely identifies the event.
The pad field 32-bit aligns the device field.
The last field contains a four-byte device identifier which further qualifies
the event to be triggered.
The only Send Event used for the switcher/DPM interface is to instruct the
other device to activate communications.
