If SQL Server Compact Edition does not exist, right-click on the
empty space; a context-sensitive menu appears. Select Add from the
right-click menu; the Add ISAPI or CGI Restriction dialog appears.
Add SQL Server Compact Edition and apply the settings outlined
above in step 4.

Select the top level node (with the computer name) in the left pane of
the window.

In the right pane of the window, double-click the Handler Mappings
selection; the Handler Mappings list appears.
